Office of Administration (OA)
The Office of Administration (OOA) is the organizational cornerstone of the Government of Peace (GOP). As GOP continually moves towards acceptance and prominence, its current and future successes are, and will continue to be reflective of the sound and effective practices of the staff members that comprise the Office of Administration.
The staff members, each of whom we will refer to as an administrator, are highly trained professionals, and profoundly motivated to work as a unit, and whose personal endeavor it is to establish trend-setting benchmarks in diplomacy, technologies, communications and so forth, on our way to true and everlasting peace on earth.
Together, the administrators also act as a connecting link between senior management and workers; providing motivational tools and support to the work force, while always striving to keep senior management and the work force focused on the goals of the organization.
It is the OA that oversees the regulatory application of rules and protocol, to ensure the efficient performance of all of the offices and sub-offices of the GOP.
The Effectiveness of the Office of Administration
Relies Upon Its Capacity to:

To work out proficient office and assets management strategies

To create effective administrative procedures

And to establish and strictly follow a budget for administration, all according the governing principles of YHWH.
The Functions of Office of Administration
The OA lies within the Directorate of Finance and Administration. It is tasked with providing administrative and logistical support to the entire organization according to the Universal Principles of YHWH. The mandate of the Office of Administration includes:

General office Operations and Management;

Registry Management;
-
Assets Management;
-
Property Management;
-
And Security and Safety Management.
General Office Operations and Management Services
Include the following:

Provision of offices for all staff;
-
Provision of all office equipment for use by staff e.g. computers and copy machines;

Ensuring a clean and secure office environment;
-
Ensuring availability of adequate lighting, water, telecommunication, communication, email, fax, computers etc.;
-
Providing, where possible, designated parking for vehicles;
-
Ensuring availability of stationery, adequate photocopying services/facilities;
-
Setting of internal operating rules.
Office of Transportation (OOT) – Transport Management
Transportation Management is the GOP’s lead department for strategic planning and support of the land, air and sea-based travel systems throughout Yisraal (Israel) and outer regions in the Middle East. The Office of Transportation develops, implements and enforces federal regulations governing use of Yisraal’s (Israel) roads and highways, airports and air corridors, railways and seaports. While actively seeking out opportunities for extending OOT outlook and policies; to include neighboring nations and territories in the Middle East region, by invitation. The department also makes available funding through federal grants each year to regional and local authorities to help improve transportation programs throughout the state.
The Executive Director of OOT may enter into contracts with public agencies including political subdivisions, other state agencies, boards, commissions, regional transit authorities, provincial transit boards, and port authorities, to administer the design, qualification of bidders, competitive bid letting, construction inspection, research, and acceptance of any projects or transportation facilities administered by the OOT provided the administration of such projects or transportation facilities is performed in accordance with all applicable federal laws and regulations with oversight by the OOT.
The Executive Director of OOT may enter into cooperative or contractual agreements with any individual, organization, or business related to the creation or promotion of a traveler information program. The traveler information program shall provide real-time traffic conditions and travel time information to travelers by telephone, text message, internet, or other similar means at no cost to the traveler.
The Executive Director may contract with a program manager for the traveler information program. The program manager shall be responsible for all costs associated with the development and operation of the traveler information program. The compensation due to a program manager or vendor under any of these agreements may include deferred compensation in an amount determined by the Executive Director. Excess revenue shall be remitted to the OOT for deposit into the highway operating fund.
In its research and development program, the OOT may consider technologies for improving safety, mobility, aviation and aviation education, transportation facilities, roadways, including construction techniques and materials to prolong project life, being used or developed by other Palestinian and Middle Eastern states or regions that have geographic, geologic, or climatic features similar to Yisraal (Israel), and collaborate with those states and/or regions in that development.

Within the OOT, every staff member is provided with transport in the discharge of his/her official duties.

The OOT is responsible for the acquisition of transport (cars, trucks and motorcycles).

The OOT provides fuel for all vehicles, ferries, motorcycles, plant and equipment.

Also, the OOT is responsible for repairing and Maintenance of all vehicles, trucks and motor cycles.
Registry Management
All incoming and outgoing mails must go through the GOP registry.
All certificates, titles, licensing, and permits must go through the GOP registry.
All citizens must be recorded in the GOP registry.
The GOP registry must have in place good and efficient record filing and tracking systems for all the records i.e. all mail must be recorded in a mail book or data base, filed and the file sent to the addressee for action. The registry shall maintain a file movement book or data base for tracking all station files.
Assets Management
This includes;

Management of all the GOP property of includes buildings installations e.g. quarry sites, land etc.

Office of Ministry of International Peace (OMIP)
The Office of Ministry of International Peace (OMIP) is comprised of the Counsel of Peace and Ministry of Foreign Affairs. These united bodies play an active role in preventing armed conflict worldwide and strengthening the international lawful/legal order by, for instance, participating in peace missions (see: Office of the Secretary and Security) and supporting reconstruction in post-conflict regions.
An international Approach to Peace and Security
The causes of war and the reasons why it persists are many and varied. Accordingly, in its foreign policy the Counsel of Peace have adopted a broad approach to the issues that lead to conflict.
Government of Peace Involvement in the Middle East Peace Process
The Counsel of Peace and Ministry of Foreign Affairs are highly sensitive to the need to achieve peace in the region and therefore extremely intent on broad-scale investment in positive ties with both Yisraal and the Palestinian Authority, that this undertaking will help achieve peace and security among all peoples, states and nations in the Middle East. Expanding upon the successful efforts of the existing two-state solution process, the GOP’s projection is these two states will become the prophesied two nations of the children of Abraham.
International Cooperation on Peace and Security
Reaching peace agreements among nations has far too often proven to be an arduous process. As witnessed time and time again, getting adversaries to agree on a ceasefire is rarely enough to bring lasting peace. The only way to resolve conflicts and prevent new wars is through a well-coordinated international approach. Historically, those “well-coordinated international approaches” have been facilitated by one of the three international alliances:

the United Nations (UN);
-
the North Atlantic Treaty Organization (NATO);
-
the European Union (through its Common Security and Defense Policy).
However, so far their approach has proven to have failed, manifesting a result that will ultimately lead to the greatest conflict in our recorded history if the approach is not changed. Herein is where the role of the Counsel of Peace is being introduced to show the before mentioned parties and all nations a pattern that will put an end to world wars and continual conflicts that has only led to greater and greater atrocities.
The approach that the Counsel of Peace proposes to all nations is YHWH’s Government of Peace. By pooling the efforts of as many countries as possible, through the pattern of YHWH’s Government of Peace, sufficient financial resources and service personnel can be deployed and sufficiently maintained, to achieve a common aim. Together, the members of the alliances and the Counsel of Peace can offer the warring parties of the Middle East A Peaceful Resolution by Building the Third Temple in Yerusalem to resolve their conflict. As for all nations, the members of the alliances and the Counsel of Peace can offer the Covenant of Peace.
Exerting Influence at International Level
Through YHWH’s Government of Peace, as proposed by the Counsel of Peace, the international community can influence existing or imminent conflicts in various ways, for example:

by helping to build a safe and peaceful society;

by service personnel intervention through international missions;
-
by preserving the rule of the Creator’s law with the help of the Counsel of Peace
-
by the adaptation of the Covenant of Peace as a viable regulator in the international Criminal Court in The Hague and various tribunals.
United Nation’s Agenda 2030 For Sustainable Development – In Alignment
With the Government of Peace
Along the pathway to the full restoration of YHWH’s Government of Peace, the Counsel of Peace herein exuberantly acknowledges the vision and outreach of those who have engendered the United Nations Agenda 2030 For Sustainable Development, in its concise juxtaposition to the ancient vision and outreach of the Creator’s ancient Covenant of Peace. In our foreordained and present-day commitment to the all-encompassing task of bringing deliverance to the creation, the COP will work in a concerted effort with those who push forward with the United Nation’s Agenda 2030, creating a viable venue for fulfilling YHWH’s purpose.
The notion here is that of espousing goals that have already gained worldwide support, that not only are in alignment with the pattern by which the GOP is established, but that are also very easily recognized as necessary components for configuring a world that promises to work for everyone. Components which are part and parcel of the underlying precept that, “Those who practice the pattern of YHWH’s government are a separated and special people—in His own words—a peculiar treasure (ASSET) unto Him.”
Side by side with Agenda 2030 GOP will create arenas in which to contribute to new technologies, advanced communication, education, job creation, rescuing and restoring Mother Earth to her original state of beauty and vitality, even funding groups who are already at work in these areas. We will also create and develop new work in fields like the provision of clean water, free-energy development, etc.
However, unlike the timeframe objective for Agenda 2030, the COP is fully aware that it will take us far beyond the year 2030 in bringing it all to fruition; with the COP’s goals and targets extending far into the next century. The following is the Agenda 2030 short list of those goals and targets, which are totally congruent with, and inclusively of critical importance in propagating the Universal Principles and benefits of, and the active permeation of YHWH’s Government throughout the earth:

End poverty in all its forms everywhere;

End hunger, achieve food security and improved nutrition and promote sustainable agriculture;

Ensure healthy lives and promote well-being for all at all ages;

Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all;

Achieve gender equality and empower all women and girls;
-
Ensure availability and sustainable management of water and sanitation for all;
-
Ensure access to affordable, reliable, sustainable and modern energy for all;
-
Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all;
-
Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation;
-
Reduce inequality within and among countries;
-
Make cities and human settlements inclusive, safe, resilient and sustainable;

Ensure sustainable consumption and production patterns;

Take urgent action to combat climate change and its impacts, including implementation of the Paris Agreement on Climate Change;

Conserve and sustainably use the oceans, seas and marine resources for sustainable development;
-
Protect, restore and promote sustainable use of terrestrial ecosystems, sustainably manage forests, combat desertification, and halt and reverse land degradation and halt biodiversity loss.
As with United Nation’s Agenda 2030, the Counsel of Peace will utilize every available means in carrying out our mandate for Exerting Influence at International Level. Including our Women’s International Ministry of Peace and Security.
Women’s International Ministry of Peace and Security
The Counsel of Peace has taken great stride in their efforts to strengthen the position of peace in human activity, ultimately throughout the global family. And especially in the effort to strengthen the position of women, adolescent females (teen girls) and children in countries where government officials appear to have failed to recognize that there is a single cause of erosion to human values that are nurtured starting within the family unit, extending outward to the community and throughout society. That single cause is summed up in our failing to adhere to the very laws of YHWH that teach honor and respect for parents, siblings and even pets.
Support of the family unit underlines the common interest that we have in developing and restoring all of these family and communal values – and with special emphasis on pursuing recognition, equality and protection for women, teenage girls and children; including a robust support for women's political empowerment and involvement in the day to day decision-making processes that affect them the most.
To help facilitate long overdue changes in the political involvement of women, the Women’s International Ministry of Peace and Security will appoint women to assist in all decision-making processes regarding the safety and security, education, politics and government, business and employment, and every other status in the social order, to vastly improve the overall quality of life of every women, adolescent female (teen girl) and child.
Middle East Peace Process

In the peace process between the Israeli and Palestinian authorities, the Counsel of Peace and Ministry of Foreign Affairs will wholeheartedly welcome, and then willingly and energetically make use of the invitation to participate in the on-going two-state solution Middle East Peace Process; that is purposed to enable a secure Yisraal and an independent, and viable Palestinian state to exist peacefully side by side. Again, in the projections of the Counsel of Peace and Ministry of Foreign Affairs, the ultimate result would be the two prophesied nations of Isaac and Ismael existing side by side.

The on-going efforts to secure a two-state solution have not brought forth the intended results. It is the foresight of the COP that the only successful campaign will be a peaceful resolution. One in which the Israeli people and the people of Palestinian will recognize each other's right to exist. This peaceful resolution will not begin with an agreement based on borders set leading up to 4 June 1967 (i.e. before the Six-Day War). But, through expanded and sustained efforts, concluding with the original borders set by Noah in ancient times, and prophesied to be revisited at this time.

The security of both Israel and the future Palestinian state must be guaranteed. For this to be possible there will need to be negotiations about the status of Jerusalem and about the refugee issue. The United States, the United Nations, the EU and Russia together form the Middle East Quartet, and play a leading role in the negotiations at this time.

The Counsel of Peace regards the Israeli settlements in the occupied Palestinian Territories as unlawful. They are in conflict with international law and pose a serious threat to the peace process. The Counsel of Peace is ready and able to dynamically invest in its relationships with and between both Israel and the Palestinian authorities, in the hope that this will contribute to a definitive solution.
The role of the Counsel of Peace in Developments in the Arab Region
There has been evidence of growing democracy and respect for human rights in many Arab countries since 2011. The Counsel of Peace and Ministry of Foreign Affairs are in hope of capitalizing on these developments to help boost the peace process in the Middle East, and is keen to support:

social and economic reforms;
-
the development of the rule of law;
-
respect for human rights;
-
economic development.
The COP and Ministry of Foreign Affairs have significant interests in the Arab world, particularly in regard to security, prosperity and freedom. Countries in this region are key trading partners and markets for the GOP, as they control trading routes and the supply of fossil fuels.
International Law and Legal Order
The development of international law is an integral part of the foreign policy of the Counsel of Peace and Office of Justice. It is enshrined in the GOP Covenant of Peace. The principle underlying this policy is that war criminals, as with any other type of criminal, should be punished for their crimes. And, according to the principles and teachings of the Covenant of Peace, all of these perpetrators must also be given the opportunity to willingly rehabilitate themselves as they learn the ways that lead to peace and fulfillment without infringement upon the rights and well being of their fellow man.
Treaties as the Basis of the International Law and Legal Order
A strong international lawful/legal order is essential for a just, peaceful and prosperous world. This requires the laying down of norms and standards. Governments in conflict must know that they are not at liberty take the lives of innocent civilians. Strong condemnation tactics must be employed against soldiers that feel that it is permissible for them to torture and inflict inhumane measures against other human beings. The norms of the international lawful/legal order are laid down in various international conventions. And, with the addition of the permeating vision and guidance of the Counsel of Peace, there will be increased levels of inculcated methods in the resolution of understanding what it means to truly practice self-respect, and subsequent respect for the lives and welfare of others.
The International Criminal Court (ICC) and tribunals
There is little point in establishing international lawful/legal norms unless they are intended to be thoroughly inculcated and complied with. In war, soldiers and civilians do not always observe international norms. By setting them, teaching and upholding them, perpetrators thereof can rightly be held accountable for their actions in a court of law.
The International Criminal Court in The Hague Prosecutes War Criminals from All Over the World
Various tribunals prosecute war criminals from specific armed conflicts. It is the resolve of the Counsel of Peace implementation of an evolving system of tribunals consisting of Twelve Judges who will adjudicate in accordance with the tenets of the Covenant of Peace. These tribunals will be comprised of those selected and appointed by the COP and others duly appointed from the ranks of the Collaboration Membership.
Tribunals have limited jurisdiction
It is projected by the COP that in the future, there will be a number of Twelve Tribunals that will carry out all of their administrative responsibilities, operating apart from the International Criminal Court, which will also review judgments, if and whenever necessary. Future cases will be heard mainly by the Tribunal Courts rather than the International Criminal Court.
Office of Labor Commission (OLC)

The Office of Labor Commission (OLC), headed by the Commissioner of Labor (COL), officiating as a COP member, is the Executive Director of the OLC, and is charged with supervision of the work of that agency. The COL is also able to enter into reciprocal agreements with labor commissioners of other nations.
These are among the duties of the Commissioner of Labor:

Foster, promote, and develop the welfare of the wage earners of the GOP;

Improve working conditions of the wage earners;
-
Advance and promote opportunities for wage earners; and
-
Carry into effect all laws in relation to labor enacted by the governing body, for which responsibility is assigned to the COL.
